Makinde Signs Executive Order Regulating Security Groups in Oyo State

Oyo State Governor, Seyi Makinde, has signed Executive Order No. 001 of 2026 aimed at regulating associations, groups, and organisations offering security and allied services within the state.

The Executive Order, which took effect immediately on May 20, 2026, was issued as part of efforts to strengthen security coordination and prevent unlawful activities under the guise of community security operations.

According to the order, all individuals, associations, groups, and organisations involved in security-related activities in Oyo State — except officially recognised security agencies established by law — must register with the Office of the Executive Assistant to the Governor on Security.

The government stated that the directive became necessary in view of rising security challenges across the country, including kidnappings, violent attacks, and other criminal activities threatening public safety.

Governor Makinde noted that while community-based security initiatives are commendable, the government has a responsibility to ensure that such activities are conducted legally and in line with the rule of law.

Under the new regulation, any security group or organisation with more than five members operating within the state must notify the government within 72 hours for documentation and regularisation of its operations.

The order also stipulates that new groups intending to offer security services in the state must obtain a Certificate of Authorisation before commencing operations.

Furthermore, organisations awaiting approval are prohibited from operating outside their registered offices until authorisation is granted.

The Executive Order mandates all approved groups to submit monthly operational reports to the Office of the Executive Assistant to the Governor on Security no later than the fifth day of every month.

Governor Makinde also warned that failure to comply with the provisions of the order, including any attempt to aid or encourage non-compliance, would constitute an offence punishable under the Criminal Code Law of Oyo State.

To ensure compliance, the Executive Assistant to the Governor on Security has been empowered to work with the Nigeria Police Force, the Nigeria Security and Civil Defence Corps, and other relevant security agencies to enforce the directive.

The governor reiterated that the move is designed to maintain peace, strengthen law and order, and prevent activities capable of causing fear, unrest, or unlawful assembly within the state.
